21 seconds is the shortest time one takes to win at Monopoly as calculated by scatterplot. All it takes is two players, four turns, nine rolls of the dice and a little luck. This is just a theoretical analysis that could probably happen one day if the sun, stars and the moon are aligned perfectly. And yes, both Park Place and Boardwalk properties are involved in this particular game.
